What is an issue and what is an observable issue is something that I would define in how one approaches the topic. If you want to find this rock its right after you walk through the main gates and is at the end of the bridge on the left side.Every other issue, you will not see. The most you'll see is NPCs traveling in an out of the doors that link the child worldspace to the parent, which for whiterun is a rock. This makes the child worldspaces(towns) unused, except for the civil war.
